The Federal Skilled Trades Program was established in 2013 to alleviate Canada's skilled trades labor deficit. The Federal Skilled Trades Program (FSTP) is an Express Entry-based economic immigration program.
It was established to alleviate Canada's skilled trades labor deficit as the baby boomer generation approaches retirement. This, along with Canada's low birth rate, means that there aren't enough skilled crafts employees in the country to fill the void, and immigration will be critical in the future to keep the skilled trades sector afloat.
What exactly is the FSTP?
The FSTP is a specific avenue for skilled trade employees to become permanent residents of Canada. Because the qualifying conditions are unique to only one National Occupation Classification (NOC), skill level, and occupation, they differ from other Express Entry programs (Skill level B). Different educational and linguistic requirements are also in place.
Candidates must satisfy the following requirements to be considered for the FSTP:
- Work experience in a skilled trade for at least two years in the five years prior to applying.
- On their English or French language exam, a minimum Canadian Language Benchmark of 5 for speaking and listening and 4 for reading and writing.
- Provide proof of funds
Expertise in the workplace
Candidates must have at least two years of paid, full-time job experience or an equal amount of part-time work experience in any of the following NOC occupational categories during the five years prior to applying for the FSTP. NOC skill type B encompasses all of these important groups:
- Major Group 72, electrical, construction, and industrial trades
- Major Group 73, maintenance and equipment operation trades
- Major Group 82, natural resources, agricultural, and associated production supervisors, and technical occupations
- Supervisors and central control operators in Major Group 92 (processing, manufacturing, and utilities).
- Chefs and cooks, Minor Group 632
- Butchers and bakers, Minor Group 633
Language Prerequisites
Candidates for the FSTP must be able to demonstrate fluency in English or French at a minimum. They must have a CLB score of five in speaking and listening and a CLB score of four in reading and writing to be eligible.
Evidence of funding
Candidates must be able to demonstrate that they have sufficient financial resources in Canada to sustain themselves and any dependent family members. The payment rises in proportion to the number of individuals you help. The bank or financial institution where you hold your money will provide proof of funds, which will indicate your average account balances over the last six months as well as any outstanding obligations. If you are already employed in Canada or have a legitimate employment offer from a Canadian company, this is not required.

Provincial and territory governments control skilled trades in Canada. Candidates for the FSTP are likely to require some experience and training from a Canadian business. Each province and territory may have its own method.
Education
Candidates for the FSTP do not have to meet any specific educational requirements. Candidates for the FSTP can improve their Comprehensive Ranking System (CRS) score and increase their chances of becoming a permanent resident through Express Entry by obtaining an Educational Credential Assessment (ECA) or demonstrating that they have completed secondary or post-secondary education in Canada.
Steps to take next
Once an applicant has determined that they are qualified for the FSTP, they can go to the IRCC website and create an Express Entry profile. IRCC will give you a CRS score when you submit your profile. This number is based on a variety of human capital indicators, including your age, job experience, language abilities, and education.
Your score is compared to the scores of other applicants in the Express Entry pool.
Those who get the top marks will be sent an invitation to apply for permanent residency (ITA). You have 60 days from the date you acquire your ITA to submit your application. After that, IRCC will review your documentation and make a judgment on your application.
Conclusion
Due to the pandemic, Express Entry invites to FSTP applicants have been halted from December 2021. Invitations, on the other hand, would commence in early July of this year. The IRCC wants to remove the backlog of applications and reduce new application processing periods to six months. As per the Immigration Levels Plan 2022-2024, Express Entry will once again be the primary method for bringing in low-income immigrants to Canada. Canada expects to receive over 110,000 Express Entry immigrants by 2024.
